ADVISORY NEIGHBORHOOD COMMISSION 5A
“PUERTO RICO AVE NOISE AND VIBRATION BARRIER WALL SUPPORT RESOLUTION OF 2015”
WHEREAS, the Fiscal Year 2015 Capital Improvement Plan contains a District of Columbia Department of Transportation project titled “KA0-CE312-Puerto Rico Ave Noise and Vibration barrier wall” and funded at two hundred and fifty thousand dollars of FY15 capital funds for purposes of design
WHEREAS, residents who reside in adjacent area with proximity to the CSX train tracks that run along the northeast section of Puerto Rico Ave, have been adversely affected by the unchecked devastation caused by the increasing vibrations as a result of CSX train traffic
WHEREAS, residents have suffered property damage to glass structures within their homes, cracks in the foundation of the property, and repeated water damage and flooding as a result of the severe impact of vibrations caused from continued unmitigated operations of the CSX railway
WHEREAS, the District of Columbia government continues to see increases in revenues to its annual budget year over year and with a need for this project being recognized in the FY 2015 approved budget, tax payer funds should be used to improve the welfare of all residents
THEREFORE, BE IT RESOLVED, that Advisory Neighborhood Commission 5A strongly requests the government of the District of Columbia utilize existing funds available, to develop a plan that will seek to mitigate the sound and vibration caused by the continued operation of the CSX trains through the surrounding neighborhood.
BE IT FURTHER RESOLVED, Advisory Neighborhood Commission 5A request the Government of the District of Columbia develop a mechanism to seek public input and engagement in this process, including routine public updates on the status of the project.
