The monthly meeting of ANC 5A was held on Wednesday, January 28, 2015. The meeting was held at UDCCC Backus Campus, Room 125.  The meeting was called to order at 6:50 PM.  Quorum was established. The following Commissioners were present for the meeting:

Commissioners were sworn into office by Ron Magnus from Councilmember Vincent Orange’s office. Magnus also presented Commissioners with greetings from Councilmember Orange, expressing appreciation for ANC 5A’s service and leadership, and expressed willingness to partner with Councilman McDuffie on grassroots efforts and initiatives in 5A.


5A Chair, Ronnie Edwards, acknowledged the life an service of Tim Clark, a community servant who passed away in January 2015.


Ronan Gulstone, representative from Councilmember Kenyan McDuffie’s officer reported the following updates regarding 5A’s contention with the former Deputy Mayor on Education awarding Mamie D. Lee to BRIA/Bridges:

        Councilman McDuffie has requested documents to review RFPs

        McDuffie has committed to look into the process of how school was awarded

        McDuffie has requested information to determine if ANC’s great weight was considered

        McDuffie has requested information from Attorney General’s office to inquire about proper procedures in this case

Commissioner Washington has contacted the Mayor’s office and others involved in the decision-making process.


Mr. Gulstone also reported the following 

        Councilman McDuffie has called for an emergency meeting to inquire about WMATA’s response time and procedures involved in the smoke incident on the yellow line which took place on January 12, 2015

        On January 20, 2015 Councilman McDuffie introduced Failure To Yield For Emergency Vehicles Amendment Act 2015

        Invited community to Mayor’s Open House event on February 2, 2015 from 4-6 pm in the Wilson Building

        Invited community to 3 budget engagement forums o Woodrow Wilson High School, Thursday, 2/19 from 7-8:30 pm o Anacostia High School, Saturday, 2/21 from 1-2:30 pm o Dunbar High School, Monday, 2/23 from 7-8:30



ANC 5A Financial Report – No Treasurer’s report or submitted;  Treasurer submitted disbursement information from October 2013 – September 2014, for information purposes only


Motion for ANC 5A resolution to participate in security fund and remit $25.  Motion passed.


Motion to accept minutes from ANC 5A’s December 2014 meeting. Motion passed.


Chair led discussion on Lamond Riggs Library;  Recruited Herman “Rip” Preston to co-chair 5A Library Task force with Commissioner Angel Alston.  Ronan Gulstone recommended participation in oversight hearing; signup sheet to recruit participants was circulated so Commissioner Alston and Preston can move forward with scheduling a meeting to strategize next steps.


Commissioner Adrian Jordan provided community with official notice of proposed changed to 5A’s bylaws document.  Vote will be made at February meeting.


Community Concerns

Members of the community expressed concern/made the following announcements:

        Dissatisfaction with out of date minutes and meeting notices on 5A’s website

        Grosso introducing bill that will change how elections in DC are conducted

        Encouraged citizens to listen to upcoming Pepco hearing

        Request that at least 15 minutes be allotted on agenda for each 5A community meeting 

        Backus will be undergoing renovation and expanding adult/senior programs


Other Announcements

Commissioner Edwards asked Commissioner Jordan to chair 5A’s Legislation Committee.  Commissioner Jordan accepted.
